The relevance of the research issue is caused by the necessity to carry out the analysis and the economic and theoretical justification of formation of the perspectives for development within the regional economic system level. It should be noted that in the context of the existing differentiation of regions, an integrated approach to the evaluation and analysis of development is particularly important.
The research is aimed at the analysis of the social and economic development of the Republic of Buryatia and the identification of the perspectives for the sustainable social and economic development. In this paper, the author carried out complex analysis of social and economic development of the Republic of Buryatia in 2005–2016, considered the dynamics of key socio-economic indicators, carried out the analysis of the structural industries of gross regional product, studied the dynamics of ranking of the region, and showed the special aspects of the development of the region within the conditions of the environment-protection measures in respect to the Lake Baikal protection.
In the result of the study, it is identified that the structure of the economy of the Republic of Buryatia has experienced the significant changes: the share of transport and communication industries and agriculture has decreased; and the contribution of health, education, manufacturing, and services sectors has increased.
The obtained results allow stating that the growth of region’s economic development is characterized by the stability but the uncertainty. Despite the economic growth rates typical for the entire country, the Republic of Buryatia showed the decrease in many socio-economic indicators that allows concluding about the slow down of the region’s economy compared to other regions of the country.
The author suggests the recommendations on the formation of perspective directions of sustainable social and economic development of the region.
It is intended that the ecological and technological development with the strengthening of measures for preservation and creation of the conditions for the quality level of living of the population and for the achievement of average Russian level of social and economic development is the most optimal.
Актуальность темы исследования обусловлена необходимостью в проведении анализа и экономико-теоретического обоснования формирования перспективных направлений развития на уровне региональной экономической системы. Необходимо отметить, что в условиях существующей дифференциации регионов комплексный подход к оценке и анализу развития особенно важен.
Целью исследования является анализ социально-экономического развития Республики Бурятия и определение перспективных направлений для устойчивого экономического развития. В работе проведен комплексный анализ социально-экономического развития Республики Бурятия, рассмотрена динамика основных социально-экономических показателей, проведен анализ структурообразующих отраслей валового регионального продукта, изучена динамика рейтинга региона, показаны особенности развития региона в условиях экологозащитных мероприятий, в связи с сохранением озера Байкал.
В результате выявлено, что структура экономики Республика Бурятия претерпела существенные изменения: сократились доли отраслей транспорта и связи, сельского хозяйства, увеличился вклад отраслей здравоохранения, образования, обрабатывающего производства, сектора услуг.
Полученные результаты позволяют утверждать, что рост экономического развития региона характеризуется стабильностью, но не устойчивостью. Несмотря на темпы роста экономики, характерные для всей страны, в Республике Бурятия выявлено снижение рейтинга региона по многим социально-экономическим показателям, что позволяет сделать вывод о замедлении роста экономики региона по сравнению с другими регионами страны.
Предложены рекомендации по формированию перспективных направлений устойчивого социально-экономического развития региона.
Предполагается, что наиболее оптимальным является эколого-технологическое развитие с усилением мер по сохранению и созданию условий для качественного уровня жизни населения и достижению среднероссийского уровня социально-экономического развития.
