The dynamic development of the bread baking industry is one of the strategic objectives of the state policy aimed at ensuring food security of the country. The solution to this problem depends on the modernization of food industry branches. The Strategy for the development of food and processing industries of the RF pays special attention to the improvement of food production competitiveness on the regional level. There is the problem of choice of the optimal volume of production by the industrial enterprises within the conditions of unstable economic growth. The authors analyzed the bread baking industry of Perm Krai, defined the main trends of its development. The paper contains the assessment of the dynamics of turnover of organizations and the volume of bread and bakery goods production in the region; presents the criteria for determining the size of a company; gives the calculation of average revenue of enterprises producing bread, indicating the average number of employees. The authors suppose that the strengthening of the influence of organizational and legal factors, tax administration, and consumer choice on business activity in the bread baking industry leads to the change in business scale. The study identified that the number of joint-stock companies decreases in the industry, the transformations of medium-sized bakery complexes into small and micro-enterprises take place, which can quickly adapt to the customers’ requirements. The authors determined that the small business development in the domestic bread baking practice depends not so much on technological conditions as on the statutory regulation, the existing organizational-legal forms, and special tax regimes. The declarative principle of activity of limited liability companies leads to instability in the industry’s development.
Динамичное развитие хлебопекарной отрасли является одной из стратегических задач государственной политики, направленной на обеспечение продовольственной безопасности страны. Решение данной задачи зависит от модернизации отраслей пищевой промышленности. В «Стратегии развития пищевой промышленности и перерабатывающей промышленности РФ» особое внимание уделяется повышению конкурентоспособности производства продуктов питания на региональном уровне. Существует проблема выбора оптимального объема выпуска продукции промышленными предприятиями в условиях нестабильного экономического роста. Проанализирована хлебопекарная отрасль Пермского края, определены основные тенденции ее развития. Дана оценка динамики оборота организаций и объема производства хлеба и хлебобулочных изделий в регионе; представлены критерии для определения размера компании; рассчитана средняя выручка предприятий, занятых производством хлеба, с указанием среднесписочной численности работающих. Авторы предполагают, что на деловую активность в отрасли хлебопечения усилилось влияние организационно-правовых факторов, налогового администрирования и потребительского выбора, которые приводят к изменению масштабов бизнеса. Установлено, что в отрасли сокращается количество акционерных обществ, происходят трансформации хлебокомбинатов - предприятий среднего бизнеса в малые и микропредприятия, которые способны быстро адаптироваться под требования клиентов. Определено, что развитие малого бизнеса в отечественной практике хлебопечения находится в зависимости не столько от технологических условий, сколько от нормативно-правового регулирования, существующих организационно-правовых форм и специальных налоговых режимов. Заявительный принцип деятельности обществ с ограниченной ответственностью, индивидуальных предприятий приводит к нестабильности в развитии отрасли.
