Since tourism was hit hardest by the COVID-19 pandemic, government support measures were aimed at restoring industry dynamics and further development. The scale of a country’s economy influences the structural priorities of the industry: the larger the country, the less it depends on international tourism and should be interested in stimulating domestic tourism. The study of the country as a whole has focused on aggregate tourism indicators; the uneven growth of tourism across regions reflects both the differences in socio-economic and natural-climatic conditions and the strategic priorities for the development of the industry and its share in economic growth. The study considers the mechanisms of government stimulation of the tourism industry and analyzes the dynamics of industry development indicators and assessments of its recovery sustainability at a regional level. The methodological procedures of the study are based on the analysis of international information and analytical resources, statistical data on the Russian Federation, indicators of strategic documents, and budget data. An analysis of the use of government tools to stimulate the development of the tourism sector reflects the positive impact of industry indicators on the dynamics of its recovery both immediately after a year of pandemic restrictions and in the subsequent period. The study proved the effectiveness of the “tourist cashback” support tool. Based on data on the structure of the tourist flow and places of accommodation, the author concluded that the share of the number of Russian tourists, inbound and outbound tourism has increased. Tourist trips have become more frequent, but shorter in duration. The leadership of regions according to the results of assessing the sustainability of tourism recovery is associated with various factors: the “dacha region effect”, the concentration of sanatorium and resort organizations, etc. The development of the industry is associated with adaptation to global sustainability trends, digitalization, and state-private-public partnership</p></abstract><trans-abstract xml:lang="ru"><p>Актуальность работы обусловлена повышением значимости отрасли туризма в системе национального хозяйства. Поскольку туризм сильнее всего пострадал от пандемии COVID-19, меры поддержки со стороны государства были направлены на восстановление отраслевой динамики и дальнейшее развитие отрасли. Масштаб экономики страны влияет на структурные приоритеты отрасли: чем больше страна, тем меньше она зависит от международного туризма и должна быть заинтересована в стимулировании внутреннего туризма. Исследования по стране в целом фокусируются на совокупных показателях туризма; неравномерность роста туризма по регионам отражает не только различия в социально-экономических и природно-климатических условиях, но и стратегические приоритеты развития отрасли и ее доли в экономическом росте. В проведенном исследовании рассматриваются механизмы государственного стимулирования туристской отрасли и анализируются динамики показателей развития отрасли и оценки устойчивости ее восстановления в региональном разрезе. Методологическая база исследования основывается на анализе международных информационно-аналитических ресурсов, статистических данных по Российской Федерации, показателей стратегических документов, бюджетных данных. Анализ применения инструментов государственного стимулирования развития сферы туризма отражает положительное воздействие отраслевых показателей на динамику ее восстановления как непосредственно после года пандемийных ограничений, так в последующий период. Доказана эффективность инструмента поддержки «туристический кешбэк». На основании данных о структуре туристского потока и мест размещения сделан вывод об увеличении доли численности российских туристов, въездного и выездного туризма. Туристические поездки стали более частыми, но более короткими по срокам. Лидерство регионов по результатам оценки устойчивости восстановления туризма связано с различными факторами: «эффектом дачного региона», концентрацией санаторно-курортных организаций и др.
