THE ANALYSIS OF THE STATE OF LIBRARY SERVICE OF SHEKI-ZAGATALY ECONOMIC REGION OF THE AZERBAIJAN REPUBLIC

Abstract

Under the modern conditions, the study on the regional library science is very important. Against the social-economic and cultural development of the Azerbaijan Republic, the study of the library-information infrastructure and the generalization of scientific results are the priority issues for the researchers. Sheki-Zagatala economic region stands out from other ten economic regions of the Azerbaijan Republic by its specific features. The paper considers some issues of the library-information infrastructure of Sheki-Zagatala economic region, especially, various factors influencing the formation of the library-information resources and addresses scientific and methodological issues of the regional library science related to the system researches in this sphere in the Azerbaijan Republic starting from the nineties of the 20th century. The issues of organization of mixed poly-ethnic reader audience formed in the region of the library-information service are theoretically and methodologically important. The paper explains some aspects of the modern situation, problems and development perspectives of the library-information infrastructure of Sheki-Zagatala economic region. The author gives the assessment of work of local and foreign experts on the scientific-theoretical and methodological issues of regional library science developed various approaches, offered various expectations; in particular, they are the librarians, bibliographers, documenters, informants, and social media specialists. The author presents the justified analysis of the concepts of the regional library to determine the information significant for the region. Moreover, the concept of regional library science development in the research sense is put forward which is interrelated theoretically with other sciences such as economics, jurisprudence, cybernetics, and automatics. Such directions as regional development, the legal basis of regional information support, regional cybernetics, and regional automated information projects are involved in the research in the abovementioned sense.
