THE NATIONAL PAYMENT SYSTEM AS A TOOL FOR FINANCIAL INDEPENDENCE: THE REASONS BEHIND THE CREATION, PROBLEMS AND PROSPECTS OF DEVELOPMENT

The article considers the necessity of creation of the Central Bank of the Russian Federation of the national payment system. The article includes a number of questions that the authors are looking for answers. The priority issue are the reasons for such «urgent» creating a national payment system, for decades the country's banks and the population used for financial transactions, foreign payment systems. Next, the authors cover the problems that may arise during the implementation of this project and the prospects for further development of the national payment system in Russia.
