Abstract
In article the history of development of the theory of use of human resources and the human capital as one of elements of steady economic growth of the country is considered. In article examples of development of the given techniques in foreign countries are resulted and prospects of their use in Russia are shown. Theoretical bases of a technique of use human capital are presented. Also are considered a technique of definition of economic efficiency of the given techniques.
