Abstract
The article considers the peculiarities of the development and formation of innovative potential of the organizational structures and staff of the office of municipal formations. Provides methodological approach to the estimation of innovative potential of the departments to provide the population of the municipal services. the analysis of the different scientific approaches of management of the personnel in the various countries.
