THE RUSSIAN-IRANIAN RELATIONS: THE BASIC TENDENCIES OF DEVELOPMENT
Abstract
Russia and Iran, being the powerful states of region, despite available contradictions and friction, under the influence of the other circumstances inherent in region, can promote adjustment here peace relations and safety, to development of mutual cooperation which can inure to advantage of the people living here. The Iranian and Russian states, having considered possibilities of the powerful potential, can promote perfection of regional cooperation, its strengthening, development here interrelations.

MANAGEMENT OF THE INTERNATIONAL BANKS, CURRENCY AND THE BALANCE OF PAYMENTS
Abstract
recently within the limits of globalization new trading and economic systems are formed. As a result of this process in management of bank systems there are considerable changes. As an example it is possible to result development of electronic banks, merge of banks, application of new standards in banking development. In bank system of Iran also there are serious changes according to requirements of the international bank system. Considering inevitability of these changes, here perceive new rules of perfection of this system, but with preservation of some peculiar features. In particular, there is a necessity for perfection of a monetary policy, revision of laws on trade and bank services, and also product of structural changes in bank system of the country.

Abstract
In article the concept analysis «transitive economy of Azerbaijan» on the basis of the comparative analysis with economy of other Post-Soviet countries is given. Such indicators as an index of global competitiveness, the index of economic freedom, an index of ease of business dealing, an index of level of corruption, becomes a conclusion about presence of problems in development of not oil sector of the country are investigated thus.

SOLVING RISK CONDITIONS OPTIMIZATION PROBLEM IN PORTFOLIO MODELS
Abstract
In this paper formation model of stock portfolios M from N is studied in order to minimize the total risk of all portfolios. In this study, it is assumed that risk of each stock portfolio is expressed by definite function. This function depends only on invested amount for portfolio formation, and total risk is a function of risks of separated portfolios. The discussed model is a non-linear minimization bi-parametric model which can be converted into one parametric minimization problem for certain varieties of objective.

Abstract
It is considered expedient to have reliable sources of financing for extraction of the maximum benefit from export possibilities of the oil-extracting industry finally to get profit on the high prices and to be insured from harmful consequences of the prices for the oil, dictated on the world market. In article the current state of petroleum industry of Azerbaijan is analyzed, influence of the prices on oil in the world market on national economy is estimated.
