MAIN ISSUES OF RETAINING AND DEVELOPMENT OF LABOR POTENTIAL OF RUSSIAN PRIMORYE

Abstract

Over the few last years, the steady depopulation is observed in the Far East of Russia. It is caused not only by natural population decline (the surplus of deaths over births) but by the migration process as well. Currently, major federal centers – Moscow, St. Petersburg and Krasnodar region – are the leading regions for the migrant influx. In spite of the governmental measures taken for the rehabilitation and development of industrial and demographic potential of Far East, the strategically important for Russia region, the process of outflow of the able-bodied population continues. The paper covers the analysis of migratory movements dynamics, the identification of reasons of the population outflow from Primorsky Territory and possible measures to its reduction. The paper presents the results of the sociological study of the target group of population with the minimum age of 18-years and above on the issues of migration outflow, studies the dependence of able-bodied population outflow on the social and economic problems of the region development, and identified the number of factors decreasing significantly the development of labor potential of Primorsky Territory as well. The authors present the governmental and state initiatives aimed at the solving of problems of migration outflow from the Far East and the attraction of additional labor resources to the region, describe government program “Promotion of employment of population” and the RF Government social initiative “Far Eastern hectare”. Besides, the offers of scientists, big companies’ managers, and State Duma Deputies aimed at the solving of the problem of population outflow from the Far Eastern Federal District are introduced in the paper.
