THE QUANTITATIVE ANALYSIS OF THE DYNAMICS OF FINANCIAL MARKET INSTITUTIONAL PARTICIPANTS

Abstract

The efficiency of financial market functioning largely depends on their institutional members that are able to satisfy market demand in its provided services. These circumstances demonstrate the importance of studying the quantitative composition of financial market participants and determine the relevance of the topic chosen for the research. The paper defines the essence of the financial market, considers its basic functions. Based on the archival and contemporary statistical data, the authors performed the quantitative analysis of leading financial institutions, among which credit institutions, insurance companies, and private pension funds were selected. The paper illustrates the dynamics of quantitative composition of participants for the period from 2006 to 2016 and pays attention to the structure of assets of credit institutions by the periods of the research. It is identified that the significant changes in the composition of banking system participants were caused by the world financial crisis of 2008–2009 and by the significant changes taking place within banking system since 2015. The authors identified the causes of reducing the number of insurance companies in the market. The main cause is the strengthening of license requirements for carrying on the insurance activity in the market. As the main cause of reducing the number of occupational pension funds the current situation in the market of collective investing is determined. According to the results of the research, the authors concluded that general trend of changes taking place in the financial market, both in the reduction of membership and in financial aspects of carrying on the activities, is the result of regulatory measures of Central Bank for the improvement of the institutional participants efficiency and the functioning of financial market in general.

PREREQUISITES OF THE INDIVIDUAL BUSINESS ACTIVITY AND CONDITIONS FOR THEIR IMPLEMENTATION

Abstract

The paper discusses the issues of entrepreneurial potential of an individual. The problem is quite relevant for the Russian socio-economic environment in times of transition to the innovation-oriented economy since the level of entrepreneurial activity is becoming a determining indicator of economic growth. Evaluation of individual business activity in the economy allows determining the potential of the business community, identifying the incentives and deterrents for its development. The paper consistently reveals the essence of entrepreneurial intentions of an individual and the conditions for their implementation in various models of the economy. The authors consider the motivational mechanism which involves an individual into the business activity and helps to distinguish two kinds of entrepreneurs – “if necessary” and “if possible”. By exploring the models of resource-oriented, efficiency-oriented and innovation-oriented economy, the significant factors are examined that contribute to the implementation of entrepreneurial intentions of an individual in each of them. The objective conditions of the environment determine the quality and dynamics of business activity. Forced entrepreneurship motivated by the satisfaction of basic vital needs is prevalent in the resource-based economy. The peculiarity of this economic model explains the economic dynamism of business activity both in terms of starting the business and its termination. The characteristic features of efficiency-oriented and innovation-oriented economy allow considering the conditions of formation and development of voluntary entrepreneurship aimed at self-realization of an individual, apart from material well-being growth. Innovative economy creates favorable conditions for implementation of the business potential of an individual. The formation of such “framework conditions” for entrepreneurship in the economy actualizes innovation potential of Russian entrepreneurs and leads to the increase in “highly demanding” business that transforms innovation into economic growth.

THE CONCEPT OF FORMING OF TERRITORIAL INDUSTRIAL AND INNOVATIVE CLUSTERS

Abstract

A cluster, a relatively new phenomenon in economics, is considered as one of the best forms of organization of production in the context of Russia. The paper deals with the cluster definition and structure within M. Porter’s cluster model.

The goal of the research is the identification of the determinants of territorial industrial and innovative clusters organization on the base of the analysis of the global experience of creation and development of industrial and innovative clusters. The cluster’s structure is formed by the creation of vertical links between the resource providers, producers, and consumers, as well as horizontal links between the main products manufacturers and the companies producing related goods and services. The institutions providing various services in the field of primary and secondary business processes are considered to be one of the defining elements of a cluster.

The authors differentiate between the concepts of a “cluster”, an “industrial park”, and a “technology park”. Industrial parks and technology parks are considered as the environment for creating a cluster. Two types of clusters are distinguished: the traditional industrial clusters and the industrial and innovative clusters. The authors define the differences between the industrial clusters and industrial and innovative clusters as well.

The authors analyze the foreign countries’ experience in creation and development of innovative clusters and consider special aspects of formation and functioning of such clusters as the Research Triangle Park (the USA), the industrial and innovative cluster on the base of “Berlin – Adlershof” technology park (Germany), the cluster of information and communication technologies in Bangalore (India), the innovative cluster on the base of “Zhongguancun” technology park (China), “Cosmetic Valley” (France), and Singapore Science park (Singapore).

The overview of international experience of creation and functioning of clusters made it possible to identify the following determinants: the state participates at the stage of cluster’s creation and growth; a cluster formation takes place on the basis of technology parks established by the state; horizontal and vertical links between companies play the key role; the determining factor of a cluster’s location is the availability of innovative core; the level of demand in the researched examples varies in the level of localization.

MAIN ISSUES OF RETAINING AND DEVELOPMENT OF LABOR POTENTIAL OF RUSSIAN PRIMORYE

Abstract

Over the few last years, the steady depopulation is observed in the Far East of Russia. It is caused not only by natural population decline (the surplus of deaths over births) but by the migration process as well. Currently, major federal centers – Moscow, St. Petersburg and Krasnodar region – are the leading regions for the migrant influx. In spite of the governmental measures taken for the rehabilitation and development of industrial and demographic potential of Far East, the strategically important for Russia region, the process of outflow of the able-bodied population continues. The paper covers the analysis of migratory movements dynamics, the identification of reasons of the population outflow from Primorsky Territory and possible measures to its reduction. The paper presents the results of the sociological study of the target group of population with the minimum age of 18-years and above on the issues of migration outflow, studies the dependence of able-bodied population outflow on the social and economic problems of the region development, and identified the number of factors decreasing significantly the development of labor potential of Primorsky Territory as well. The authors present the governmental and state initiatives aimed at the solving of problems of migration outflow from the Far East and the attraction of additional labor resources to the region, describe government program “Promotion of employment of population” and the RF Government social initiative “Far Eastern hectare”. Besides, the offers of scientists, big companies’ managers, and State Duma Deputies aimed at the solving of the problem of population outflow from the Far Eastern Federal District are introduced in the paper.

DYNAMIC MODEL OF FORMATION OF OPTIMAL PORTFOLIO OF STRATEGIC MEASURES IN THE SPHERE OF THE UNIVERSITY HUMAN CAPITAL DEVELOPMENT

Abstract

In the context of transition to the sixth technology revolution, while implementing the strategic development program, the university top management faces the challenge of formation of the strategic activities optimal portfolio. Human capital is one of the priority areas of investment, and the improvement of its level is the essential condition for sustainable development allowing timely achieve the university strategic goals. It causes the necessity to create a complex of interrelated models, which allows optimizing the university strategic projects portfolio that leads to the human capital development and assessing quantitatively the impact of human capital on the target values of key indicators of the university development. The paper proposes the dynamic model of the formation of the optimal plan of strategic actions in the sphere of human capital development of the university business units taking into account the current human capital, the age structure, the planning period, and the investment volume. The objective function of the model is the integral indicator assessing the progress on reaching the indicators target values of the strategic objectives of business units (caused by the university strategic objectives). The variables being optimized are the Boolean variables of involvement of one or another event to the activities portfolio for a university business-unit employee at a certain point.

The paper considers the example of defining a portfolio of activities in the sphere of human capital development (for four areas: “Education”, “Health”, “Reproduction” and “Image”) for three university business units to achieve strategic university goals for five years planning horizon. The calculation results allow forming the action plan (“roadmap”) in the sphere of human capital development and are a fundamental part of management decision-making for the university investment strategy implementation.

STATISTICAL ESTIMATION OF THE PROCESSES SWOT-ANALYSIS IN THE QUALITY MANAGEMENT SYSTEM OF AN ENTERPRISE

Abstract

With the introduction of new ISO 900 international standards of 2015, the application of risk-oriented thinking that supposes the estimation of influence of environmental factors, which may cause the deviation from the planned results, minimize the negative consequences and maximize the arising opportunities in the processes planning and management within the quality management system, is the necessary and compulsory condition of its effective functioning. In this connection, the identification of instruments for estimation of environmental factors influence and their formalization is currently very important.  

The paper considers the approach to formalization of SWOT-analysis as the instrument recommended by ISO 31000 international standards to study the company context (environment) and analyzes the disadvantages of traditional using of the instrument under consideration, in particular, the descriptive approach reducing the objectivity of alternative strategies selection and raising its labor intensity. The solving of this problem is possible on the basis of suggested procedure of applying the statistical validity of SWOT-analysis of the processes in the quality management system of a company.  

The statistical estimation of the strategy selection is based on their ranking and the choosing among them the most significant and prioritized for the company development. The author illustrates the example of processing data on the strategy selection ranking and proves the consistency and statistical significance of the opinions of the experts performing the alternatives selection.

According to the results of the study, it is established that the suggested procedure of applying statistical validity of SWOT-analysis results in the company’s quality management system allows improving the reliability of data received and identifying correctly its strategies of quality management system promising for functioning and development.

KEY ISSUES IN THE SPHERE OF REMOTE BANKING OF CORPORATE CUSTOMERS AT THE REGIONAL LEVEL

Abstract

The paper considers the remote banking, or RB, – the youngest and the most popular with corporate customers commercial service, one of the packaged products of settlement and cash services (SCS), and, namely, the issues hindering its development at the regional level using the example of Primorsky Krai. The authors give the definition of remote banking, list its components, mention the brief characteristic of Internet banking, and present a number of advantages compared with its earlier version, PC banking. One of these advantages is the economy of time: there is no need for legal entities to apply personally to a financial institution to make necessary financial transactions or to obtain the information on their accounts, as it can be done remotely using any PC or gadget. Based on the study and comparison of statistical data of Central Bank of the Russian Federation on the dynamics of settlement accounts opening using the Internet connection in Primorye and in the Russian Federation in the whole, the paper evaluates the popularity of the remote banking services. Following the innovations of technical advance, banks try to improve their service package but still the level and the number of remote banking services provided by small commercial organizations of Primorye vary notably from those offered by large banks or online banks. That is why, despite positive characteristics and basing on the analysis of literary sources and the experts’ opinions and reports, the authors identified a number of issues, such as the insecure use of this technology, the provision of the implemented solution recoupment, the information technology staff shortage, and others. Barriers identified in the area of remote banking services hinder to a certain extent the development of this innovative sector at the regional level.

HEDGE INVESTMENT FUNDS AS A TOOL TO REDUCE RISK OF BANKING INVESTMENT LENDING

Abstract

To be the way of reducing risks of bank investment lending, the paper considers the feasibility of involving a third party to that process limiting the bank’s participation by the mediator role. The author studied the experience of foreign hedge funds activity playing the prominent role in the function of such mediators and considered the feasibility of hedge funds using in Russia as one of the most promising types of investment lending. The paper discusses the necessity of using hedge investment funds to finance investment projects, develops the mechanism of interaction of hedge investment funds and commercial banks when financing investment projects, and defines the place of hedge investment funds in the financial market between the venture capital funds and unit investment funds. The author considers the lending to the enterprises’ development as the main objective of hedge funds and defines that such lending can be done in various forms – traditional loans, the purchase of debt securities, and the investment in capital. When lending, the main condition should be that the goal of lending is to use money received from funds for the effective development of a company through the implementation of innovative projects, entering new markets, modernization, and the expansion of production. The author developed the organizational chart of hedge funds functioning in Russia based on the partnership of a bank and private investors. In order to avoid the securities open trade, the author proposed to forbid hedge investment funds to hold shares of the enterprises in their portfolios less than for one year. The author proves the feasibility of the creation of a stock exchange for investment projects. Created in the form of a non-profit organization, the exchange will accumulate all necessary technical and financial information and the proposals of the enterprises (the investment projects). Data on the project duration, its sphere of implementation, the desired investment amount and the brief description of the project will be available for public access. Hedge funds – the exchange participants will be able to get the access to all documentation relating to the project implementation, subject to compliance with the commercial confidentiality requirements.

PRECARIZATION AS A RESULT OF TRANSFORMATION OF ECONOMIC AND SOCIAL SYSTEMS

Abstract

The paper reveals analytically the essence and special aspects of such phenomenon as “precarization”, which involves wide spheres and groups of modern society and influences negatively the various (social, economic) components of the life of an individual and the population in general. The state of precarious work in Russia is proved by the statistical data for 2004–2015.

The center place is given in the paper to the consideration of the problems and causes of mass precarization of employment in the world and in Russia. The authors considered the demographic growth and the rejuvenation of population, globalization processes and the formation of the open global market of goods, services and labor, general human migration, the commercialization of public institutions, scientific and technological progress and robotization to be the global trends. Among the main problems associated with the development of precarization in Russia, the authors specify the low salary level, and, as a consequence, the low solvency of population; weak public confidence in social security due to the instability of state policy systems; the significant number of single-industry towns, whose life is depends completely on the operation of one or two enterprises; the disproportionality between supply and demand of certain categories of employees.

These factors contribute to the formation of social injustice, the formation of precariat class in the society structure, the aggravation of contradictions between the rich and the poor, the strengthening of social and political instability. The authors form two groups among the precaria: volunteers and forced precariat. Since they have a completely different attitude to their status, the authors suggest different ways to solve the problems of these groups

In general, these economic and social processes require a fundamental study and transformation of the current situation to improve people’s living standards, the precarization inhibition all over the world, and the global economy recovery. Consequently, the goal of the study is the analysis of precarization causes including the specific conditions of Russian social and economic processes and the identifying the main ways to solve this problem.

THE IMPACT OF SOCIAL CAPITAL ON THE ECONOMIC GROWTH OF THE MUNICIPAL UNITS OF THE RUSSIAN FEDERATION CONSTITUENT MEMBER (BY THE EXAMPLE OF THE REPUBLIC OF TATARSTAN)

Abstract

Currently, the problem of studying the role of institutional factors in the economic growth is of particular interest as the application of new approaches and tools for social and economic development of the territories provides the growth of competitiveness and attractiveness of the region. The social capital that includes the norms of behavior, social networks, and social relations is one of such mechanisms. The development and improvement of social capital promote the use of hidden immaterial resources, territory potential fulfillment, and the formation of economic and social relations. In order to develop the institutional environment in the Russian Federation, it is necessary to study social capital and test the hypothesis of existence and nature of its impact on the economic development at various levels. The paper presents the review of scientific results proving the existence of social capital impact on the economic development of the territory. Based on the analysis of scientific works, the authors prove the necessity of empirical study of the role of social capital in the development of municipal units. To evaluate the social capital effect on the economic growth at the municipal level, the authors used the expanded regression model of economic growth of Robert Solow based on Cobb–Douglas production function, including social capital as the additional factor of production of the regional domestic product. In the result of econometric modeling, the impact of social capital on the gross territorial product of the Republic of Tatarstan municipal units was identified and mathematically proved for the period of 2008–2015. The results allow making the conclusion on the necessity to develop the elements of social capital as one of the instruments of ensuring the economic growth at the municipal level.
