Information and organizational-analytical support of powers of bodies of authority: the essence and key problems

Abstract

The analysis of information and organizational-analytical support of public authorities’ powers is a necessary step to improve the efficiency of the budgetary funds use and ensure the quality of providing public services. The relevance of the study is caused by the growth of uncertainty when making managerial decisions requiring new approaches in the sphere of information and analytical activity, as well as by the transition to the project management. The paper gives the characteristics of legal and methodological principles of financing federal budget expenses for information and organizational-analytical support of power of federal public authorities. The author investigated the theoretical and practical approaches to the conceptual framework in the sphere of information and organizational-analytical support, identified the differences between the activity support and provision, described the concepts, and proposed substantial elements of each of them. The paper analyzes the expenses for information and organizational-analytical support of powers. The study identified the systemic issues related to the opacity of implementing powers of public authorities and their duplication, to the decrease in the competitive methods of budgetary financing due to the subsidizing priority over public procurements, as well as to excessive spending for the support of authorities’ activity and the information purpose not related to the improvement of quality of rendering government services. The author carried out a factor analysis of the expenses for information and organizational-analytical support of authorities, developed recommendations on the improvement of budget financing. The potential for enhancing efficiency of the expenses for information and organizational-analytical support of public authorities’ powers are associated with the improvement of legislation in terms of detailing a conceptual framework, the development of methodological recommendations, and identifying a public authority responsible for methodological support, coordination, and monitoring. To uplevel the openness of the budget expenses for information and organizational-analytical support of powers of federal public authorities, the author proposes to set the requirements to the systemic publishing in the official websites of plans for information and organizational-analytical support of powers of federal public authorities and the report data on the plan implementation and the results achievement; to monitor the expenses.
