Abstract

Insurance, performing specific functions in economy related to the insurance coverage provision and financial sector development, is one of the basic elements of heavy influence on the economic development. At the same time, the imperfection of Russian insurance services market hinders the effective functioning of the insurance industry that requires the improvement of efficiency of the currently used model of state financial regulation of insurance services market. The paper gives the prognosis of the domestic insurance services market, analyzes the range of problems having the negative impact on the dynamics of its development, one of them is the non-formedness of state financial regulation system, and the insignificant application of budgetary and taxation instruments as well. The authors formulated the concept of state financial regulation and described the traditional forms of state financial regulation of the insurance industry. The authors reveal the specificity of Russian model of state financial regulation in the sphere of insurance, which is in the domination of the direct regulation methods such as the provision of normative requirements concerning the functioning of the insurance companies. The study of insurance market state financial regulation tools used in the economically developed countries was carried out. The authors analyzed current trends of the state financial regulation presented by the “hybrid” models with the predominance of indirect methods and suggested the main directions of development of the insurance industry state financial regulation model that should consider the peculiarities of national insurance system performing both social and market functions. The authors analyzed the range of measures that is intended to be carried out within the frames of the implementation of the insurance industry development strategy worked out by the Central bank. Special attention was given to the infrastructure projects and the self-regulation institute in particular. The authors considered the essence of the self-regulation process in the sphere of insurance and noted the long-term benefits of its application in the financial regulation model for the improvement of efficiency of the insurance services market functioning.
