THE SPHERE OF SERVICES AS AN ECONOMIC SYSTEM: ELEMENTS AND METHODS OF CONTROL

Abstract

In the article the necessity of the application of the principles of a systematic approach to sphere of services is needed. The features of a systematic approach in the study of socio-economic objects and phenomena are showed. The sphere of services is considered as an economic system, which includes a whole class of industries. The model of system management services, which includes four subsystems, is presented: consumer services, infrastructure services, technology services and enterprises directly or indirectly related to the services. The characteristics and features of these subsystems are reviewed. Management subsystem in this model is seen as part of the economic system which implements the service management process through various means and at different levels. For the different levels of management the classification management subsystems are given. Proven, that management services refers to the process type of economic systems. Special attention is given to the sustainability sphere of services as a system. The differences in the reactions of the different effects of the external environment are shown; the sphere of services is more resistant to shocks and less for others. An example for the tourism sector is shown. This example showed the reaction of spending European tourists on the effects of the global economic crisis.
