EMPLOYMENT IN THE FINANCIAL SERVICES MARKET OF UKRAINE IN THE POST-CRISIS PERIOD

Abstract

The consequences of the financial and economic crisis are deplorable in many spheres of the national economy of Ukraine. No exception is the financial services market, the assets of which during this time significantly reduced, while employment in the insurance and banking sector reduced by almost a quarter.

The text of the article states a significant reduction in the number of bank and non-banking financial institutions and their structural units in the regions of Ukraine, which adversely affected the number of employees in these spheres and in the future, further optimization of financial institutions’ staff is forecasted, as well as reduction of insurers’ agency network is forecasted due to legislative changes regarding compulsory registration of such persons in the State Register of agents. At the same time, as a positive aspect is considered the possibility of multiagency activity of such persons.

TERMINOLOGIZATION AND DETERMINOLOGIZATION IN TREASURY SYSTEM OF TERMS

Abstract

Terminological any field of science, including the Treasury, there is always dynamic. By the terms and common lexicon is a constant exchange of words change their general use basic lexical meaning and become terms and the terms are increasingly a part of the common units. These two processes are continuous and interconnected that helps maintain balance in the language.

During terminologization understand the process of replenishment terminology vocabulary by secondary nomination (metaphor, metonimizatsiyi) and the use of proper names as part of the terms.

During terminologization posluhovuyutsya sound shell word or phrase that already exists in the language to refer to the new object or phenomenon of special purpose communication. This name has a secondary character as sound shell generating words is called a named object on the basis of their assimilation or contiguity. With the nomination of a new concept of special use not any commonly used word, but only those which are known fixed differential features found in the structure of the new realities. The specificity of this method is that the semantic structure of the word undergoes complete or partial modifications due to quality semantic change. Abstract

In the current geopolitical realities of the national economy of Russia as well as possible relevant are issues of business organizations in general, and innovative entrepreneurship in particular. In this paper theoretically grounded approach to the consideration of market relations in the innovation economy. Abstract

The country's economic security is determined by its innovative development, allowing us to move to a new economic way of contemplating the use of high-tech equipment, intelligent systems. A decisive role in the development of high-tech sector of the economy is played by the state, creating financial potential of the country and providing an adequate level of funding for the development of science-intensive technologies. The analysis of financial - economic and fiscal policy showed that there was change in the intergovernmental transfer of funds from the productive sector of the economy in the market sector. Which resulted in the use of credit resources for businesses and organizations in the real sector of the economy. Naturally, this required financial mechanisms to strengthen the control of budget spending. Improving the efficiency of budget spending and the effectiveness of state financial control, economic stability in the conditions of globalization of financial relations in the country involve scientific understanding of the main characteristics of the Government of the Russian Federation financial policy and development control mechanisms, allowing to assess the quality of management decisions at the highest level of management. Industrial complex is one of the main components of the development of the country and its regions, as it provides the major share of GDP, and focuses a significant portion of the employed population in the Russian economy. The chemical industry is one of the basic segments of the industrial complex, which plays an important role for the country and determines the development of many other sectors of the economy, which are the consumers of chemical products. In the article the peculiarities of modeling financial mechanisms control the development of the chemical industry. Shows a model of a complex estimation of efficiency of development of the enterprises (for example, chemical companies) and evaluation of environmental factors affecting the development of the chemical complex.

THE PROCESS APPROACH TO THE IMPLEMENTATION OF THE MECHANISM OF MANAGEMENT OF THE REGIONAL ECONOMY ON THE BASIS OF INTERACTION BETWEEN THE AUTHORITIES AND BUSINESS STRUCTURES

Abstract

This article describes the mechanism of economic management of the region on the basis of the process approach. The circuit implementation of the process approach to the management of regional economy on the basis of interaction between the authorities and business structures. Process management is invited to consider in the context of the four classical functions of management: planning, organization, motivation and control. In the context of the planning function includes activities and actions on the analysis of the factors and the formation of the main principles of interaction between the authorities and business structures. At this stage, a strategy, which is in the form of plans drills, presents complex set goals. The next step is to define the ways of interaction between the authorities and business structures. The function of the organization when this involves creating a list of documents, such as feasibility study of infrastructure development project; the allocation of institutional responsibilities between the participants and others. As a motivational mechanism, consider giving the status of "priority projects" and provide the participants with certain benefits under state or Federal laws. At the stage of control is determined by the economic and social effects from the proposed interaction between the authorities and business structures at the macro and micro levels. The proposed element-by-element description of the functional structure of the Centre for the development of public-private partnership and describes the project management structure Regional PPP Center. Presents a range of works that have to implement the infrastructure development Department regional Center for public-private partnership. The main ones are the analysis of socio-economic status of the region and its infrastructure, the definition of the scenarios and criteria of selection of activities for infrastructure development, implementation and monitoring activities.

CONDITION OF THE PRODUCTION ACCOUNT AT THE BREWING ENTERPRISES

Abstract

Technologically brewing enterprises treat the processing branches of production. Production of beer and soft drinks is characterized, as a rule, by uniformity of structure of technological process which consists of several phases and repartitions in which raw materials and the main materials turn into a ready-made product. Planning and the accounting of expenses at the enterprises beer - the nonalcoholic industry, in relation to standard production structure, corresponds to conditions of application of a poperedelny method. Thus in the account semi-finished or bespolufabrikatny options of this method can be used. In the conditions of market economy prime cost of brewing production is the most important indicator of production economic activity of the enterprises of brewing branch. In modern conditions of managing, and also owing to strengthening of the competition, complication of productions the production account becomes more and more actual the brewing enterprises. In practice the production account and calculation of prime cost of brewing production are a component of system of accounting. In the conditions of market economy prime cost of brewing production is the most important indicator of production economic activity necessary for determination of profitability of production and separate types of production, identification of reserves of decrease in product cost, determination of prices for products, calculation of economic efficiency of introduction of new equipment, technology, organizational and technical actions, justifications of the decision on production of new types of production and removal from production outdated. At the brewing enterprises it is possible to refer to the main objectives of the production account: the accounting of volume, the range and quality of the made production, the performed works and the rendered services and control over the implementation of the plan for these indicators, the accounting of the actual costs of production and control of use of raw materials, material, labor and other resources, of observance of the established estimates of expenses on service of production and management, calculation of product cost and control over the implementation of the plan for prime cost, identification of results of activity of production shops of the enterprise for decrease in product cost, and also identification of reserves of decrease in product cost.

THE ESSENCE OF EFFICIENCY IN BEEF CATTLE, ITS TYPES AND INDICATORS

Abstract

The article describes theoretical aspects of the industry efficiency in beef cattle, in particular, presents a new interpretation of the concept of economic efficiency of beef cattle, are considered species of efficiency and performance. The study found the use of different approaches, methods and techniques of research: historical, abstract-logical, analytical. The study substantiated and developed the theoretical foundations of the production efficiency of cattle. The concept of economic efficiency of beef cattle, which is considered as a category of expanded reproduction, expressed through the optimum result and costs, taking into account the rational use of the potential of cattle, in order to maximize meet consumer demand for quality products in the industry. The following features of this concept in modern conditions: optimal, balanced use of resources (rational use of modern technologies); the reproduction should be extended, as in this case the profitability and sustainability; the ultimate goal is the satisfaction of the solvent demand of the population; it reflects the combination of technological, environmental, and social conditions of production; take into account the potential of cattle. In addition, the system of indicators of efficiency of beef cattle, which will allow you to fully analyze the activities of agricultural organizations engaged in the production and sale of cattle meat in the market. It deals with the kinds of efficiency and performance criteria for beef cattle. Thus, the criterion of technological efficiency, in our opinion, will be the optimal combination of resources and costs required for the production of cattle meat. The criterion for determining social efficiency can be considered the needs of society. When determining the environmental effectiveness of the amount of profit gained from the cost of maintaining a normal environment, correlated with the costs associated with maintaining a normal level of environmental protection. In our opinion, the criterion of economic efficiency of production of cattle can be considered a net gain, i.e., the net income per 1 C increase.

THE MECHANISMS TO PROVIDE AVAILABILITY OF THE LOW-RISE HOUSING IN THE REGIONS

Abstract

The article discusses the mechanisms to provide availability of the low-rise housing in the regions. The organizational and methodological approaches were set out, which we proposed to include in the list of measures of the regional housing policy to stimulate low-rise housing in the regions. The article discusses forms such as provision people with free housing and as stimulating the process of providing on the market conditions. The process for permanent tightening of requirements for people who need to be included in the social queue for the free housing was designated. It makes actual the process of choosing mechanisms of buying housing on commercial basis. The commercial mechanisms are: state housing certificate, mortgage, housing savings programs. There are some criteria for people to whom this state housing certificate can be provided. The forms of the provision housing for people with preferential criteria by federal programs were discussed. The special role of the region and cities in it was clearly designated. The article discusses one of the most effective mechanisms to encourage low-rise housing in the regions - a public-private partnership (PPP) and forms of financing PPP project. The mechanisms of buying housing with help of housing-building cooperatives, housing accumulation funds, construction and savings funds were discussed. The differences among them were mentioned as well. The author's position on a case in point is stated.

PROBLEMS AND PROSPECTS OF DEVELOPMENT OF INTEGRATED STRUCTURES IN AGRICULTURE

Abstract

The development of the agricultural sector in the economy is objectively demanded by the process. Being the main supplier of food to the population, raw materials processing industry agriculture is currently in a difficult economic position in relation to other sectors of the economy as a whole. To ensure the expanded reproduction in the agricultural sector of the economy and solve the problem of food security of the population with food products domestic production becomes a major task in the development of agro-industrial complex. Russia's agriculture up to the present time may not overcome the crisis phenomena observed since the beginning of the agrarian reform. Therefore, for sustainable functioning of the enterprises of agrarian production economy and stabilize the main agricultural industries a vital tool is the development of integration processes. Integration of agricultural producers should be considered as a form of adaptation to the market in the period when they were destroyed all economic relations, not price stability led to the financial bankruptcy of agriculture. The main goal of integration as a process of development - the creation of such integration framework, which is able not only to ensure the competitiveness of enterprises and profit, but also to ensure a stable market position and profitability of production and economic activity in the long term. One of such structures is the cluster Association, which act as cross-sectoral subcomplexes. They allow overcoming the structural differentiation and diversified production at agricultural enterprises. This creates favorable conditions for economic activity, and thereby determine the direction of development of the agro industrial complex. The article examines the current economic conditions, problems and prospects of development of integrated structures APK. The formation of cluster associations will increase the efficiency of the industry.

Consumer cooperation is an important part of our economy and looking for PU-year growth in its industrial and economic activity.Taking place in the country and regions gradually increased competition in the consumer market, changing supply and demand for various goods and services has led in recent years to reduce the share of consumer cooperatives in the total volume of services provided to the population, reducing its effectiveness.At present, the consumer societies to increase the volume of services provided to the population, to expand their range, to increase the efficiency of economic activity and to ensure sustainable, socially-oriented system of my possessing competitive advantages, the most complete use, which ryh is a significant factor in improving the efficiency of services provided to shareholders and rural residents.Cooperative sector serving 57% of the rural population, has a significant mate-geographically-technical base, carries out diversified activities on the provision of services, retail trade, public catering, procurement of agricultural products, production of goods, involved in the formation of the Federal and regional food funds. In the modern rapidly growing competitive environment, you need a Pro-led analysis of financial condition, assessing the effectiveness of cooperative organizations, to determine the prospects of their development.  Financial analysis in cooperation necessary for scientific substantiation of the response to emerging threats crisis situations that lead to negative changes in environmental factors cooperative organizations and timely management decisions. The authors clarify the definition of a financial condition of the cooperative organizations addressing their development in the current period and the long term on the basis of the transition from one qualitative state to another, more perfect to ensure sustainable functioning; systematized and complements the internal factors and the external environment that affect the probability of bankruptcy cooperative organizations.

ORGANIZATION OF A COST MANAGEMENT SYSTEM

Abstract

The cost management system is the most important tool of management. The organization of this system will allow you to adjust the production process. Therefore, the basic condition for increasing the profit of the company is to reduce the costs of production and marketing of products, in particular reducing the production cost. So, the organization and cost management are a priority for the company. The article considers modern approaches to the concept of "cost management system", identified the main classification features to the definition of this concept. So, in the author's opinion, based on modern approaches to the essence of the system of cost control, it can be considered as the target multi-level system whose goal is to increase the efficiency of the enterprise in the conditions of limited resources and innovative development of the enterprise. The author has developed and described model of cost management system where objects are actually costs the enterprise, reserves of cost reduction and budgets of the enterprise. The subject are the managers and specialists of enterprises and production units. These include employees of accounting, planning and economic department, financial and analytical department, etc. In turn, employees realize functions such as planning and forecasting, organization, motivation, calculation, accounting, analysis, control, coordination and regulation. The author also proposed an algorithm that allows introducing a cost management system in enterprises.

ORGANIZATION OF PROJECT AUDIT IN THE CONTEXT OF GLOBAL AND NATIONAL DEVELOPMENT

Abstract

One of the most important areas of the audit activity of the SAI is currently a performance audit. As its main objectives are considered: independent analysis (evaluation) economy, efficiency (economic efficiency) and the effectiveness of the use of public funds, evaluation of the effectiveness of specific management decisions, and to develop recommendations aimed at improving the quality of activities of public authorities. The performance audit gets particularly widespread in budget systems, focused not just on an informed and targeted spending, but to achieve the final result (for example, budgeting focused on result) the most efficient way possible. Audit is an independent examination of financial statements on the basis of compliance with the order of conducting accounting documents of the System of normative regulation of book keeping), compliance, business and financial operations legislation of Russia, the accuracy and completeness of the financial statements of the company. The performance audit is a type of financial control of the economic and social results. The results are determined by inspection of the execution of the budget on the objects of control measures.

In the article the problem of import of goods in the Irkutsk region in terms of sanctions imposed against the Russian Federation by countries of the European Union and the United States. The tasks set by the Government of the Russian Federation before the authorities of Irkutsk region. A set of measures of state support of the agricultural sector the agricultural sector of the economy of the Irkutsk region, necessary for solving the government of the Russian Federation. The article also gives the rationale for the creation of an innovative mechanism to promote import substitution in the sphere of agrarian policy of the Irkutsk region, the development and the implementation of which will have an impact on the stimulation of the process of food import substitution, as well as the search for new methods of optimization of activity of the enterprises of the agricultural sector. The article describes the main mechanisms to stimulate the process of import substitution of agricultural food agro-industrial sectors of the economy, operating on the territory of Irkutsk region: an effective investment policy and state support of small business in the agricultural sector. The analysis of the results of a set of measures of state regulation of agro-industrial complex with regard to their implementation in 2014, contributing to the stimulation of food import substitution, as well as influencing the competitiveness of the food of the Russian agricultural producers. The article outlines, existing problem areas that prevent optimization of activity of the agricultural enterprises of Irkutsk region. A number of the measures, aimed at creating a favourable economic environment for enterprises of small farms. The article also outlines the need for application of methods of agromarketing on the formation of well-established channels of supply and distribution of products; proposed measures to encourage import substitution in the production of agricultural machinery and equipment manufacturer in Russia.

PUBLIC-PRIVATE PARTNERSHIP IN THE SOCIAL SPHERE: ANALYSIS OF THE FUNCTIONING AND PROBLEMS

Abstract

The article discusses the general theoretical basis of public-private partnerships, defines the essence of public-private partnerships.  Due to the lack of a unified approach to the understanding of PPP, the analysis of existing definitions are highlighted fundamental differences in the interpretation of the term in Russia and in foreign countries. Analyzed statements by politicians of the Russian Federation, which represent an opportunity to highlight the two versions of the definition of this type of partnership. Designated basic features of PPP, which allow to distinguish between public-private partnerships and other forms of cooperation between state authorities and the subjects of investment activity. Identified the main forms of this kind of partnership, presented in Russian and international practice, including: contracts, leasing, concessions, corporations and others. Investigated the regulatory framework on this topic in order to identify the level of development of normative and legal support, including at the regional level. It was revealed that the main problem of PPPs in the social sphere is that the social sphere for innovation and development requires maximum budget financing, which is often lacking and private funding for social projects, often of no interest, since one does not always ( and sometimes quite impossible) it is possible to make a profit.

THE SPHERE OF SERVICES AS AN ECONOMIC SYSTEM: ELEMENTS AND METHODS OF CONTROL

Abstract

In the article the necessity of the application of the principles of a systematic approach to sphere of services is needed. The features of a systematic approach in the study of socio-economic objects and phenomena are showed. The sphere of services is considered as an economic system, which includes a whole class of industries. The model of system management services, which includes four subsystems, is presented: consumer services, infrastructure services, technology services and enterprises directly or indirectly related to the services. The characteristics and features of these subsystems are reviewed. Management subsystem in this model is seen as part of the economic system which implements the service management process through various means and at different levels. For the different levels of management the classification management subsystems are given. Proven, that management services refers to the process type of economic systems. Special attention is given to the sustainability sphere of services as a system. The differences in the reactions of the different effects of the external environment are shown; the sphere of services is more resistant to shocks and less for others. An example for the tourism sector is shown. This example showed the reaction of spending European tourists on the effects of the global economic crisis.

OUTSOURCING TRANSPORTATION CHEMICAL INDUSTRY

Abstract

At present time Russia is one of the main exporters of chemical products. In this case the main questions in chemical industry are the increasing of a market share and  the maintaining of a high level of reliability of customer service, because these factors have a direct impact on  a consumer demand, competitiveness and an economic efficiency. Many Russian producers,  delivering of chemical products, prefer a rail transportation , where at the moment there are many problems: a constant growth of  the fares for transportation, the large capital investments in transport, infrastructure, lack of suitable special wagons, etc. The solution of these problems can be outsourcing, which means the minimizing  of the costs financial and time by the transferring of the noncore functions and the corporate roles to the external specialized companies. The company can focus it’s attention especially on the production process, using other experience for optimization of the delivery of products. That less with all the advantages of outsourcing organization, it is still necessary to make a comprehensive assessment of the company for the better the expected result of this administrative decision and minimize risks.

Abstract

The basic sector of both Russian and world agricultural market is the market of grain. The state of the grain market is an important indicator of the quality of the ongoing economic reforms, the implementation of agro food policy. It includes almost all the elements of market relations. As a backbone industry in agriculture, grain production stimulates the activity of many other industries and product markets and allows us to solve a large number of economic, inter sectoral and sectoral issues. The article deals with the interpretation of the notion of the grain market, and defined the purpose and function, which he must perform in the economy of the country. The main groups-programme factors affecting demand and supply of grain, and to give Lena their role in the formation of the grain market. The article analyzes the specific features of formation of demand and supply of grain, affecting the efficiency of the functioning of the grain market and the formation of economic relations of his subjects. It is shown the main problems and prospects of market development in the country. Statistical data of the modern state gross yield of grain crops, export and import of grain in the country. Abstract

Nizhny Novgorod region is located in the center of the European part of our country. Its borders with few exceptions, do not coincide with any significant natural boundaries. The location of the area in forest and forest-steppe natural zone allows natural inner border of the river Volga to have in its diversity of soil and vegetation. This division of the region on the Left Bank and the right Bank lets talk about the zoning of these areas on two approaches accepted in the world practice – agro landscapes zoning and basin approach to the zoning of its catchment. The first approach involves the division of land for agricultural purposes in accordance with their existing and potential suitability for cultivation of agricultural crops. The second approach is to divide the waters in the Nizhny Novgorod region, the Volga River creates the main difference between the two areas, despite the fact that all the rivers belong to the basin of the Volga. This zoning allows assessing the agricultural lands that make up 39.5% in the structure of the land Fund of the region and are the predominant category in the specified structure. Area of agricultural land on the Right Bank 2.3 times higher than the square of the Left Bank. In the Left Bank of agricultural lands make up 23.2% in the structure of the land Fund, in the Right - of 54.8 %. With this difference, owainati these areas is high. On average 90% in each zone falls on agricultural lands. The remaining land is represented by forest lands, forest plantations, are not included in the forest Fund and non-agricultural lands. In regions of the Left share of the land category "agricultural land" in the structure of the land Fund varies considerably: from 9,9% to 47.4%. In areas of the right Bank of the share of land category "agricultural land" in the structure of the land Fund much more from 34.2% to 90.6% of.

The effectiveness of the control flow processes is largely determined by the level of logistics costs, which are included in the cost of finished products. Their decline, growth on this basis, the level of profit, raises financial capabilities of any enterprise. The article deals with the problem of the formation and registration of logistics costs arising in the supply chain of an industrial enterprise. A simplified form of classification and accounting for these costs. Determination of the composition of logistics costs promotes the adoption of economically sound management decisions. In addition, the structuring of these costs in the main features will improve the accounting system, deepen the analysis, study targets to increase and make more effective control of their condition. The need for a thorough evaluation of the performance is due to the increasing importance of quality customer service and a large amount of capital employed in logistics.

Abstract

Article reveals the special features of the contemporary social and economic development of Russia, connected with the formation of social relations on the basis of the pluralism of property and the development of public activity. Are based institutional change, which make it possible to enlarge the possibilities of noncommercial organizations in the development of the system of management of quality in the sphere of services. The basic work of the researchers of this problem are designated. The concept of noncommercial organization in the wide and narrow sense of the word is revealed, the reasons for the plurality of its terminological determinations are revealed. The specific character of noncommercial organization as the subject of the social and economic relations is defined: its place in the property relations, the nature of goal setting in the realization of activity. The noncommercial organizations are isolated:  which can contribute to the improvement of management of quality in the sphere of the services: the trade unions and the samoregulirutsemye organizations. The possibilities of the trade unions in the improvement of the system of the stimulation of the work of personnel in the organizations of the sphere of services on the basis of the calculation of the basic elements of the motivation of colleagues are opened. The system of stimulation is defined as the important lever of increase in their loyalty toward the organization and strengthening the tendency to ensure the necessary quality of its work. The self-controlled organizations are considered as the professional noncommercial partnerships, which received from the state the right to issue license to their organization- terms to the professional activity and the ensuring the necessary level qualities of their work on basis of the standards manufactured by them and affirmed by professional association. Are revealed problems the restrictive possibilities of trade unions and self-controlled organizations in an improvement in the quality in the branches of the sphere of services. Measures for the making more active of the use of possibilities of noncommercial organizations in the development of the system of management of quality in the sphere of services are proposed.

Abstract

The article discusses general theoretical basis of the purchasing logistics business process strategy development, defines essence of the scientific component of the concept – «strategy», determines purchasing strategy main categories classification, covers the question regarding the use of corporate purchasing strategy for the purpose of process efficiency improvement (as an example of «Federal-Mogul Powertrain Vostok» company). The significance of the intellectual capital and human resources impact on the organization competitive advantages has been defined. Due to the lack of consistent approach concerning the «strategy» concept definition, the analysis of the existing scientific studies regarding this issue has been done; the peculiarities of the different approaches have been determinated. The key characteristics of the purchasing logistics strategic planning have been analyzed; basic criteria and factors have been noted. The importance of risk assessment during the purchasing strategy development has been defined. The main criteria and key characteristics of the risks identification have been determinate. It has been noted that in the modern context of economics dynamic development, the key factor that might be defined is the flexible approach of company management to the issue of strategies development and systematic review of company policies, which are directly related to external environmental factors. The requirement of such approach has been defined as in purchasing process strategic management within the overall logistics system, as also in other subsystems of the company's management.

THE SPECIFICITY OF THE INTERACTION OF HUMAN RESOURCES AND LABOUR MARKET

Abstract

Analysis of the interaction between labour markets and educational services demonstrates their internal contradictions, which makes it difficult to optimize their integration. Today, both markets operate independently from each other, which is confirmed by the research results. To internal factors that cause contradictions in his work, the author relates: increase the number of educational institutions of higher professional education, resulting in an inflated number of graduates demanded by the profession; the activity of the market of educational services in the training of young specialists in new areas; insufficiently developed system of additional education for retraining of specialists. The lack of permanent sociological monitoring increases the imbalance of labour markets and educational services. The employer acts as a consumer of educational services, defining its role, because he is a customer of qualified professionals. But at the same time, he is always ready to articulate their requirements to the graduates in the new conditions, which significantly slows down the dynamics of the region as a whole. Systematic work with the monitoring will help to develop an optimized forms of cooperation and partnership that will promote socio-economic development of the region. Feedback of the University with the consumer can improve its performance. Special attention should be paid to what group of consumers of educational services has a relationship with each other and can influence each other. This requires constant monitoring, which will provide full information about the interests, changes with consumer education services. There is no doubt that each University should establish an ongoing study of its potential audience, to track her motivation and guidance. Such information will not only find the most interesting proposals from the point of view of learning, but also to track potential proposals for labour market demand occupations. The imbalance of labour markets and educational services creates contradictions in the formation and realization of human potential in the region. The resolution of serious problems is in search of cooperation between universities and employers.
