The mechanism of bank lending to the agrarian sector, in theory, based on the economic essence of the mechanism of bank lending to agricultural enterprises with which they provide the operations necessary financial resources, redistributing them among the units with funding or lending, reaching a level of stability, liquidity and financial security.

The article describes the content of the significant factors that influence the possibility of forming a stable economy in the region, analyzes the competitive medium of the regional banking market, which is one of the decisive conditions for a qualitative change in guidelines of the economic system of separate territorial entities.

This article discusses the approaches to the modeling of the structure of markets, in relation to the development of an integrated simulation model of the wholesale electricity market and the study of interactions between economic agents. Particular attention is paid to influence the market for generation companies. The market power of these companies is the ability to influence the bid price of electricity with no response from competitors. Results of the study are considered on the basis of a template wholesale electricity market WPMP, developed by the Federal Energy Regulatory Commission, the United States in 2003. As shown in [1], it is also applicable when considering the wholesale electricity EU and Russia.

The article describes the approaches to measuring the level of innovation development of the region with the help of economic-mathematical methods. Problems were revealed in the accounting system of innovation.

In this paper the possibility of building an ethnographic village in the village Shiryaevo g.o. Zhigulevsk on the principle of "eco-village", which would require the introduction of new electric power resources. We consider two options. The article is devoted to the financial constraints related to limited access of companies to external sources of financing, as well as factors of financial constraints research. Approaches, which are testing the hypothesis of excessive sensitivity of investment to the company's cash flow, are compared, which is observed with great financial constraints.
