Systemically important organizations in the competition for government support

Abstract

The paper covers the analysis of the status of systemically important organizations and the review of government support measures in comparison with international experience. The principles of differentiating various groups of organizations are specific for each country; typically, scale criterion and industry criterion are used. Such selection becomes the most relevant in the crisis periods, when the immediate economy support measures are required. The identification of backbone organizations has been used in domestic practice since 2008, and in 2020, it was consolidated and expanded, the number of organizations increased at the national and regional levels. Moreover, the author notes the shift in the approach to the backbone organizations’ classification: the broadening of a “systemically important” status, the selection complexity, and the transition to the industry-based approach. Funded bank credits are of special interest among the government support measures. The crediting mechanism involves both a borrower and a creditor and ministries and a government agent. The author specifies the risks of this supporting measure related to possible availability limitation for other groups of organizations. Bankruptcy moratorium limitation is also specified as a competitive environment counterfactor. Medium-scale enterprises became the direct competitors to the backbone organizations in obtaining supporting measures. The author concludes that the systemically important status ensures the preference when obtaining government support as a priority. Moreover, the study identified the absence of demand for some measures from the backbone organizations. Alongside, risks for the organizations included in this group occur. Additional requirements for the analysis of economic and financial activities and monitoring are imposed. There are risks of being on the sanction lists, which may limit the circle of organization’s potential counterparts. The author proposes changing the approach to grouping organizations for government support specifying the industry-based priority, which will ensure greater transparency and objectivity when providing government support measures. The groundwork for the support tools improvement is associated with the possibility of restructuring the allowable loans.

The implementation of a multi-aspect approach in the strategic planning of the agricultural sector spatial development

Abstract

The paper provides a scientific and methodological basis for the agriculture spatial development based on the articulation of a multi-aspect approach, which addresses both the issues of effective organization, placement, and specialization by zoning the specific territories and certain aspects of state regulation of socio-economic nature in relation to industry staffing and the formation of effective arms of governance of the agrofood market. The update of the issues of the agricultural sector spatial development in Russia is caused by a number of reasons: both by transforming the general economic conditions of management and reaching the final stage of the formation of the regulatory framework of the strategic planning system, which determines the sequence of developing the spatial development planning documents. The paper presents the characteristics of theories of the region’s spatial development, the main stages of implementing the Federal Law “On Strategic Planning in the Russian Federation” in terms of the sectoral spatial development. The authors prove that the goal-oriented regulation of the spatial organization of the agricultural industry and the placement of its key industries on a competitive-preferential platform acts as a core of the modern agrofood policy of the state when switching to strategic planning. An advantage of the emerging strategic planning system is the possibility of implementing a multi-aspect approach when solving problems aimed at optimizing the spatial parameters of sectoral development on a comprehensive and long-term basis. The authors prove that it is advisable to develop strategic planning of the agriculture spatial development in accordance with the methodological search for answers to the emerging challenges and threats within the framework of the geo-economic and geopolitical confrontations, including in the field of food supplies, on the Challenge-Response principle. State support differentiation is a key tool for strategic planning of the balanced spatial development.

Harmonization of accounting subsystems for the improvement of information support for management of the commercial organization tax calculations

Abstract

The development of the information society and technologies used by commercial organizations, the increase in the array and speed of the processed information predetermine the choice of the development path for the interaction of accounting subsystems aimed at their integration, and not at autonomy. The study substantiates the necessity of developing an accounting methodology through the harmonization of accounting subsystems, which ensures the unity of the information space and contributes to the improvement of information support for the management of tax calculations of a commercial organization. The author proposes implementing the harmonization of accounting subsystems by reflecting the information about the facts of economic life simultaneously in the subsystems of financial, tax, and management accounting. Moreover, the study identified that both real and conditional facts of the economic life of an economic entity are to be recorded. This approach makes it possible to achieve the completeness of the reflected information, as well as to strengthen the unity of the information space, which is necessary to ensure the value of accounting information for the end user. In the course of the study, the author developed and proposed for use a toolkit for harmonizing the accounting subsystems – a unified chart of accounts that allows recording the facts of economic life using the double entry technique simultaneously in all accounting subsystems. Such an approach helps to optimize the information flows, reduce the discrepancies between the methods of financial and tax accounting, as well as to enhance the completeness and reliability of data reflected in the accounting, which corresponds to the provision of the essential requirement for the accounting information when making high-quality management decisions.

The diagnostics of the current state of Russian rural territories based on the inclusive approach

Abstract

The current state of Russian rural territories causes concern due to the numerous socio-economic problems in the countryside. Their solution is one of the most important governmental objectives that require both adequate strategic planning and timely monitoring of the current situation in the countryside. The study was aimed to identify key problems of the socio-economic development of rural territories in Russia based on the inclusive approach. Within the research, the author analyzed the dynamics of 17 indicators of inclusive development of Russian rural territories for the period from 2011 to 2020 united in four blocks: “Growth and Development”, “Economic Inclusion”, “Continuity of Generations and Development Sustainability”, and “Social Inclusion”. The study identified that the priority development of agriculture ensured the growth of gross added value of the industry but did not contribute to the improvement of the quality and living conditions of the rural population. The results of the study showed that along with the growth of labor productivity in agriculture, a decrease in the employment rate in the countryside was observed. At the same time, wages in agriculture were about a third lower than in the economy as a whole. Poverty in the countryside remains one of the most acute problems as it concerns the fifth of the rural residents. Rural settlements fall behind the urban ones in a number of parameters: life expectancy, the level of the population’s employment, the households’ available resources, social and engineering infrastructure. The solution of indicated problems is possible only when updating the existing model of the development of rural areas based on the principles of inclusive development, which to the greatest extent meet the modern-day challenges and threats.
